Custodial dad charged with letting convicted sex offender live with him and 13-year-old daughter (Ambridge, Pennsylvania)

Why is UNNAMED DAD's identity being protected here? And how and why does he have custody of a 13-year-old girl? What happened to this girl's mother?

Dad charged with letting sex offender live in home with daughter

AMBRIDGE -- An Ambridge man has been charged with allowing a convicted sex offender to share his apartment with him and his 13-year-old daughter, Ambridge police said.

Neighbors tipped off police Sunday after seeing Charles Waggle spending time at the Olive Lane apartment and hearing "inappropriate conversations" between Waggle and the girl, Ambridge Officer Zadock Dismuke said. Waggle, whose registered address was nearby at 629 Olive Lane, First Floor Rear Apartment, had been living with the father and daughter for about three weeks, Dismuke said.

The father, whom Dismuke would not name, is charged with endangering the welfare of a child, Dismuke said; Waggle is charged with failing to register the new address as required by Megan's Law.

The neighbors told police that they had spotted Waggle hugging and walking hand-in-hand with the girl. They also heard conversations Dismuke described as "inappropriate."

"They heard him saying things like 'We should be better friends' or 'We should be closer,' " Dismuke said. "The father participated in some of these conversations as well."

Dismuke said the father was aware that Waggle was a convicted sex offender. According to the state police's Megan's Law registry website, Waggle has been required to register his home address since April 2010, after he was convicted of first-degree sexual abuse.

"It's a little hard to believe the father would allow this to happen," Dismuke said.
